Refill Cartridges Replace Disposable Airless Units In Europe
European packaging waste rules put reuse targets on cosmetic formats, and airless is the hardest category to comply with because the pump is the unrecyclable part. Refill architecture solves it by keeping the mechanism and replacing only an inner cartridge. Prestige brands moved first, since their customers tolerate a two-part purchase and the unit economics work at higher price points. Mass market is following more slowly, held back by retail shelf logic that assumes one product equals one package. The refill cartridge itself ships at roughly 40% of the weight of a complete unit.
