Hypromellose does not do that, and neither does pullulan. That single property is what a formulator is actually buying, and it explains why a component costing a fraction of a cent per dose commands a 45% premium without much argument at all. Moisture behaviour matters too, since hypromellose stays flexible at low humidity where gelatin turns brittle and splits open.
